  In fallout 2 only rdn generated people were in rnd encounters. And you could literally kill everything and depopulate the world. Comparing to that anything that Bethesda do is a step back.

  Why to bother with burning of peasant if you can burn a world? All only some npc are persistent(in skyrim), most of generic npc are rdm generated and despawned aswell.
