There is a mod that does some of that. Prison Overhaul by xaz, and it's patch mod by Inte, place the player in a situation in which bounty hunters will follow the player indoors. While not what you are asking for, it is a good place to start. Maybe you can learn how to make such a mod happen. Inte made it possible for the bounty hunters to do that. Inte is smart.

I figured this one out. This problem is caused by the latest release of Sexlife. I'll have to go report this on that support topic forum.

It seems that I've managed to screw up Sexlab again. After searching this forum for "blacklisted animations," it seems either I broke it, or I set something in a different mod without realizing what I was doing. Either way, I made a mess. So I try to play with Radiant Prostitution, and when I try to do the deed, it says that either the consensual vaginal or anal animations are blacklisted. How does this happen?

BTW, I can add things to the game, such as new poisons, build buildings and sloppy interiors, and I can do some basic Navmesh work, although I'm rusty with that. I have several projects that need attention, but I'm way behind the learning curve for this stuff.

Does anyone have the CBPE mod? I seem to have lost it somehow.   Actually, I found a MO folder with the CBPE textures, meshes, and meta file. Should a body mod like that have an .esp?

CBPE is like the yoga version of CBBE.

The main CBPE mod seems to be gone from the Nexus. Good thing I have that one collected somewhere in my huge folder full of mods.

  So, about that custom race. Is there a way to use them for stand alone mods?   I'm trying this one. http://www.loverslab.com/files/file/1698-young-elf/   It doesn't show up in the CK, as far as I can tell. I'll keep looking in the mean time.

Good news. Somehow the follower showed up in the game, and I have no idea how I did that.   This is good, since the first mod I ever tried to make was supposed to be a follower. What I wound up with was accidentally combining the follower with my PC and having to look at the transvestite from hell. Thanks a lot, CPU. Now I shall have no more transvestites from hell.

I put her indoors with a package that made her stay put; I plan on making something bigger out of this follower, so she needs to just not go anywhere at all when the player first meets her.   And thanks. Getting sleepy. MOAR COFFEE!

OK, I checked the Solitude Stables, and there is no follower. I think I screwed something up. I'll look in the CK to see if I accidentally overwrote her information.   EDIT: The CK still has the information, and she appears in the stables interior. Common mistakes, maybe?

Also, I'm looking for a page that hosts the Morten Hairs mods. I have both files, but I'm looking for permissions.   I downloaded CPU's Follower Tutorial today, and I would like to try to build my PC and release her as a follower for fun.   If anyone can help  with that, I would appreciate it.   P.S. Morten Hairs is no longer on the Nexus.

Sweet titties! I downloaded it!   Would it be difficult to add a custom race? I'm thinking, "How bad could it be?"

There sh I uld be an option below "save" and "load" when you press "esc." It should read "mod configuration." If not try reinstalling it, or adjust g your load order.

Choose one fast travel mod. Things that affect the same, err, things... tend to cause problems.
