I had a weird bug after the Thalmor quest ended. I was brought back to the shop hogtied and laid on the ground outside (as intended) but my quest journal didn't update (it still says something like "I get to leave today"). Instead, the breadcrumb for the next quest immediately started (I hear the master has another task for me, I should talk to her about it). Inside, I was still hogtied and couldn't stand or move. Then, Herren started moving and I slid after him. He even went outside and started doing laps around the shop, and I kept sliding after him.   I used the reset options to give me control back (which had a temporary effect of keeping me in the armbinder struggle animation until I was finally able to get it off), but of course I can't remove the harness without the console and the old quest won't finish.   I've tried reloading earlier saves and running through it again in case it was a one-time thing but there hasn't been any change.

I'm having the same problem. I even removed the gag via console and then I just got the standard npc greeting.
