Let's add sci-fi guns powered by magic crystals, and throw gems and jewels everywhere. How about an entire city made of marble and gold? Let's punch dragons to death using our bare fists, then ride bears on top of tanks into the sunset under a double rainbow, with leprechauns singing "What a wonderful world" in the voice of Louis Armstrong all around.

Nobody's going to look for a guy asking for a port. Nobody's going to take action against you here... but don't go asking for it on the Nexus.
Ripping intellectual property is, in fact, illegal as it is a copyright infringement, but at this point in time there's not much of a penalty for being in ownership of such content. Of course I wouldn't go to any police officer and say "Hey I just stole intellectual property from this company".
However, if someone were to remake a copy of the property from scratch using his own tools then that would be well within the bounds of the law. Copyright only extends so far.
For this reason you will see things like recreations of popular outfits from other games on the nexus, but not straight up ports.

2. There are no mods which allow you to solve quests with sex. However, LoversHooker will allow you to prostitute your character.
3. LoversTrueCrime might be a reasonable addition - it adds some highwayman, and lets you pay them off with sex.

F&L is ancient, and you're better off using Lovers for that particular function.
Actually, the only thing F&L has over Lovers is the three-some functionality.

The broken location could very well be caused by another mod lower in your load order giving conflicting directions for the landscape. If you found out which mod added them, you could lower it's position in the load order and see if it fixes it.

There's one real F/F animation that I know of. Other than that, the most you'll get are oral ones. Get the Daedra Sutra and choose which animations you want.
You can swap females becoming futas for females getting strap-ons.
I imagine the mod you're looking for is 'monster girl' or something similar?
Parasite for mushrooms is lovers creature extended. No longer publicly available, and I don't have a copy myself. You could ask in one of the more popular threads if anyone happens to have a copy that they could PM you the link. Other than that, you're out of luck.
I've never heard of any 'minotaur village', map-marker or otherwise. Though I do recall an asset pack by that name at some point.

1. Use the CSE copy function to copy them to each race. You effectively only need to manually list them once.
Not sure if there's a faster way. Will probably be quicker to simply do it rather than look for one, though.
2. I'm not sure how ESPs will react to their master being changed. You could try, but keep a backup.
3. I'm more used to working with the CSE, and can list the steps required with it. Best wait for a TES4Edit expert for that one.

Well, MO has also been proven to cause issues in the long run, and fail to sort mods properly since it doesn't work by timestamps and Oblivion does.
If you insist on using it, I suggest you get BOSS (Better Oblivion Sorting Software) and run the two simultaneously.
Also, get Wrye. Seriously. At the very least, it will help you set up different mod profiles for your saves. At best, you can use it to perform other useful functions.

In the estrus settings, it'll say something like 'BU' or 'BUA'. Turn that off.
The settings are a menu that pops up when you open the estrus scroll.
Also, is there a particular reason you're using MO?

OCOv2 uses Blockhead. I'm not quite certain how Wrye would interact with it, given that it was developed before Blockhead and I don't think compatibility was added to the scripts.
It could be perfectly fine, but I would strongly suggest keeping a backup of before you installed it in case something goes wrong.

MBP and OCOv2 are completely different from a stylistic standpoint. Mixing them will function, yes, but your game will have two very different styles in it that will be rather jarring to look at, like a unity store asset flip with no sense of artistic design.
I recall there being some no-MBP patches, though I am uncertain as to whether or not the two particular mods in question have patches. You could look around, or ask the author (I believe it was Fejeena).
Edit: and while typing, Fejeena beat me to the punch. Ah well.

There is currently no armbinder mod for Oblivion.
Armbinders (and other bondage-related items) are however included in Skyrim's Devious Devices mod series.

Do you have Pluggy installed? Or any other OBSE plugins? Check their version, try without them, see if it works.
Also, check your version of Python, if you have one installed.

Once the general framework (setting up the data for each NPC, creating the body models, writing the new dialog) is complete, deciding how the data is assigned becomes rather simple. There can even be multiple plugins that decide how it is assigned in different ways, to grant players more choice.
The problem is creating the framework itself. Starting with adding the values in an intelligent way to each NPC would probably be best. Altering the Setbody scripts will come after, with the problem of creating the models, then changing the dialog.
Of course, you can start with the dialog; nothing's stopping you from doing that, and it does give those with less scripting knowledge a fair amount to work on while the scripters attempt to do their part. However, this does create the possibility that, if the scripters do not finish their part, the writers work will be for naught.
Also, I suggest to keep this as simple as possible; consider how much each feature adds, and how much work it will take to implement, before you make your decisions.

I suppose there are those who find some manner of sex-appeal in giant mammary glands. Not going to even attempt to delve into the psychology behind that, or what part of our instinctive system dictates it is a positive.
I for one just find them funny within context.
Mind you, taken out of context they'd be rather dull, but within the scenario described above? Yes. I find them hilarious. Sue me.
Or just agree to disagree. You know... If you are into the whole "co-existence" and "freedom of speech" thing.
