I think you misunderstood Dreamweaver, it seems to be possible to make new threads there. (I didn't complete it, but I clicked on "New Topic" in the Forum "Downloads - Skyrim Adult & Sex Mods" and it looks like I could have created one)

lol, I would like to think it is the language barrier, but actually I think you just want to brag with your internet connection.

Because I don't want to believe that you do not understand that many people (not just a "few") do not have access to broadband.

Is that really so hard to understand? IPS companies do not put glass fiber in the ground because they love the people. They put them in the ground to make money, they are companies that need/want to make money. They are not charity.

It is a huge difference if you live in a large city or in a rural area. And that is the same in Germany as well.

Well, I would be forced to "use" them, since they are loaded when you open a thread or I have to disable avatars.

Several people do not even visit threads with lots of videos in it, because it takes them ages to load the page.

There are people that do not have broadband internet. There probably is a good reason that animated signature pics are not allowed under the rules, this should apply to avatars as well.

Besides, it is pretty annoying when you want to read a thread and you have the flashy distracting animations on the side.
