Steam is being a bitch

I recently installed NV and in order to get the Type 3 female body replacer mod to work I need to run ArchiveInvalidation Invalidated however whenever I try to run the exe it says I don't have adequate permission to run it. I put it in my install directory, how do I run this? Please help!

Turn off UAC then try it.

Even if this didn't have anything to do with Steam I just want to ask, why download games from Steam at all? Use pricerunner to find the cheapest place, then order your games from there.
