A couple issues :/

i recently deleted and reinstalled oblivion with most of my mods i had b4 to save room and to try fix some crash issues id been having.

and while that seemed to fix it. some other stuff has come up

1: x117 races eyelashes appear VERY VERY black i dont recall that being the case last time i played one.

2: my x117 race's face is black, i tried dling XEORC4 to fix it, but that didnt work :/

3:Npcs that didnt get a xeo chnage now have no eyes( the ones in colorwheels gaurd mod, my new char to name soem) i change my race to a new one for now, but that still leaves every guard >.>

well changing my load order to match urs did manage to fix the gaurds eyes

altho im still having the eyelash which is affecting all my "shorter" ppl races, and x117 black face problem. i believe that problem is also affecting chocolate elf and 1 other but i cant recall

The black faces are a result of missing meshes/textures. For x117 the meshes in the data folder seem to be placeholder. To fix it you need to add the data from the option folder that comes with it. Search using the file name and copy/paste into your oblivion data folder. This will fix both the black faces and black eyelashes. The same thing goes with chocolate elf with missing meshes/textures. Download chocolate elf from Tesnexus and copy/paste the meshes and textures that come with to your oblivion data folder.
