Get RefID of target? [Solved]

Is there a command that can be scripted that will return the refID of whatever the player is looking at?  Is it possible to get something's RefID without using console, or looking it up in some table?

 

I've googled for a while with no results.  I checked the obse command table and couldn't find anything helpful either.

There is a mod which does this but I can't remember what it is called.

 

If you can get it with the console just use the console.

For those wondering, the critical command here is GetCrosshairRef.  I derped hard when searching the obse list, because it is on there for sure.
