Make nights windy

How would you make night time weather in Cyrodiil/SI always super windy? I'd like to mod this if possible instead of just using the console.

If you have the console command which turns it to that weather I can give it ago at making a mod for it.

Console is fw (number of weather here for example thunderstorm is 38EF1).  There's a way to edit weather through the construction set but I can't seem to figure out how to make it time-based only and windy rather than stormy.

It probably needs a new weather created or something and then have that called via script at gamehours <6 >20 somehow. Would totally go with my black and white night eye/cold war film obge plug in tho.
