With nifskope alone....no.

 

Give me an example and I can explain in more detail on what you can and can't do.

Thanks again for the help Greg , I want to make a bone from the clutter objects to be wearable so I can add it to an amulet , I was hoping there was a way in Nifskope , I got 3ds Max 2012 but didn't want to go through all that cause Im working a mod, an its taking most of my free time.

Probably not going to work.  The bone would need some type of weight painting or it won't move correctly when the PC\NPC does.

I see , thanks might try rigging something else that's close to what Im looking for , still new with my 3ds Max , don't know if 2012 edition is compatible with oblivion.

Not sure either.  The way to check is if there are nifscripts available to import\export.

Found what I was lookin for an I will check for nifscrips, I know it works for Skyrim an I see Oblivion body parts in there just not sure how to port Oblivion stuff out , theres a in depth tutorial for Skyrim on U-Tube just not Oblivion, Thanks again for the help :)
