Why is my game slower than before?

So I recently reinstalled Oblivion again. Last time I played, I had gotten some more RAM (4gb) to help my game and it did. I was able to play my game with the Lush and Gaudy Requiem mod, better cities, a shit load of NPC mods, on medium graphics and with pretty good view distances with 15+ frames in most areas. On this install, my game is much slower now. I'm running it with Lush and Gaudy, NPC mods, on medium graphics with low object and actor view distances and my game can barely hold on to 11 FPS! I don't even have better cities installed! Why is this happening? I installed the 4GB patch last time, and this time, I have no new mods, everything is basically the same, so what gives?
