Impossible to say for sure, as we don't know where you installed the game.  It is NOT recommended to install Oblivion in the program files directory if you are running Vista, Win7 or Win8.

To see where you currently have the shortcut pointing just right click on that shortcut, select properties and see what the target path is.

You mean typing -editor at the end of the path name? So you'd probably just want C:\Program Files (x86)\Bethesda Softworks\Oblivion\obse_loader.exe"  -editor pasted for target? Sorry if i'm confused on what you actually are asking for! :)

The obse.log file is in your Oblivion folder, the same place as your obse_loader.exe file.

Not in your my documents folder.  Look instead in your game folder where the Oblivion.exe file is found.
