Isn't anyone able to do such a thing for any of the three installments for PC? I've heard that Volition is looking into mod support but did modding before that was impossible? I've seen mods for Oblivion, FO3, FONV, and Skyrim...but why not other games like SR? What about GTA?

Saints Row has very limited mod support

While Skyrim and Fallout 3/NV and Oblivion where released with full featured modding tools
