Is there anything like ECE for oblivion?

I'm curious if there is a mod which can modulate body parts (e.g. arm length, torse size, vertex) freely by dragging the bar as in that of the ECE Skyrim.

 

It's been a while I stopped playing oblivion and now looking at these skyrim character editing which is quite amazing I cannot help to wonder if there is ever going to be

one similar to ECE in the TES4 modding field near future.
