You can find it in Wasteland Cloth Collection if I remember. And if you want to download that huge 18+ GB mod. That mod is for FO3 and FNV.

 

I'm not surprised modders are hiding their work on Nexus. He's not the first nor the last.

After looking through the mod in game, I wasn't able to find the particular Zero Suit you were long for. I too have been trying to find the very same Zero Suit as well, but to no avail
