Get it from the nexus. http://www.nexusmods.com/oblivion/mods/36883/? I always removed the high heel dependcy with TES5edit as many of them for me even with what it needed would cause a CTD.

it's not working =/ maybe the file is corrupt (my armor), you have some link for download?

The VipCxj_HighHeels.esm link on the StoneHeart's Jacket thread works and is not broken and the download links on the nexus one are not corrupted I just tried and it worked fine. Use chrome and use 7-zip to unzip it.
