After a few seconds of game time, the shout bar goes on cooldown

I don't even use any shouts in this save, it just goes on a large cooldown automatically, is there any way to fix this?

 

If I use TGM to shout, it temporarily resets the cooldown bar, but after about a minute the long cooldown comes back for no reason.

Posting your load order and/or papyrus log might help the more savvy members to diagnose whatever conflict is going on here.

I don't know how to get a "papyrus log" but here's my install order, I wasn't having this problem before I installed any of this, load order doesn't really matter.

I also played a different character, apparently it's only happening on one character.

alright well I'm a massive moron, turns out I had "Crimson plague muteness", one shrine pray later and I can shout again.

Fuck.
