Mismatch head and body skintones

I'm trying to create a new NPC based on one I've already done.  I copied the old into a new mod (with a new id) but I'm getting a different result.  As you can see  in the screen shot the new one (on the bottom) has mismatched skin tones.   The  bottom one is the new NPC and even though it is the same race, the result is very different.  If anyone has any ideas as to why this is happening, it would be greatly appreciated.

Thanks

Update, I created another NPC within the original mod and got exactly the same result.  The custom race I'm using is created in a esm.  It is added to the NPC in an esp.

Are you working solely with GECK or is there another tool used in the process?

You can't add NPCs in an ESP, or you'll encounter this issue. Convert it to an ESM.

I'm only working in GECK.

Thank you luthienanarion, I came to the same solution and the problem disappeared.

Converting the *.esp to an *.esm or set the *.esm flag on in the *esp, both methods should work.
