Most likely. If it's for PC, it's probably on that 3DM forum where you need to jump through hoops to get anything from there.

Ive a question. Ive the original game from steam like every other game that i "bought". I dont want to crack or do illegal stuffs is there any other way to get these mods here?. Would be great. And if it isnt possible, can someone help me out with this "custom launcher" thing? i dont know where i can get that.

no. no other way. doa5U not allow modding, as long its like that, you cant do anything without custom launcher and .ini (by "no allow modding" i mean actually they are no tool "official" for create custom mods for this game and use them)

 

edit :doa5LR (same as doa5u on console .. )

 

for a custom launcher, you can watch at 3dm or you can do it by yourself (but idk if its really possible to create the ini with the info inside, i think its possible, but somebody need confirm this)
