Well yes, is technically possible, there is already a mod for a Menu Spinning Logo:

Apparently is just a nif with a texture file, maybe if you check that mod and use the nif as reference you could have an idea of how to make it.

A GIF is not a NIF

The procedure of making the emblem spin is not the same as using a GIF for the title screen.
