WTF happened to my skyrim

I deleted skyrim by acident and had to reinstall it, but after I did this happened:

 

 

 

Any Idea how to fix?

You need to completely uninstall it.

 

• Delete local content on Steam
• Delete the game folder at Steam >> Steamapps >> Common
• Delete the Skyrim folder in My Documents/My Games
• Make sure all mods are uninstalled as well.
• Make sure your GPU driver is up to date.

Make sure you have done all this and then come back

Yeah that looks messed up have you tried running re-running the skyirm launcher and refreshing your ini files?
