[solved] Cleared Skyrim's synced saves, now my game is completely broken

I found out that some very old saves of mine were syncing to everybody's skyrim who ever touched the account, ever, so I decided to clear the saves.

To do this, I followed these instructions:

1. Renamed my Documents/My Games/Skyrim folder to Documents/My Games/asdf

2. Found that there was no userdata/AppID folder for Skyrim, so removing it wasn't necessary

3. Enabled sync, clicked "Sync files with cloud".

4. Observed that my cloud was 0/200mb

5. Disabled cloud for both Skyrim and that steam account

6. Renamed the folder back to Documents/My Games/Skyrim

When went back in offline mode to play, it appears that no mods, nor SKSE, are working in any way.
Loading SKSE any save results in my character having no body or head, all mods being completely screwed, SkyUI is disabled, and the game crashes after about 30 seconds. The papyrus log is from hell, generating 6mb in less than a minute.

I tried validating the game cache -- it said 4 files failed to validate and need to be reacquired, but that didn't change the issue.

The issue largely appears to be that, after the sync, SKSE simply does not work. SkyUI is gone, MCM is gone.

What the hell happened?

Does anyone know how I can fix this?

Edit:

Steam Sync deleted my load order. My mods are arranged alphabetically.

Why, steam?

Tin-foil hat time.

It's because Valve are running out of games to sell, on offer, after many years of fantastic, (for us), sales. Therefore they are doing the Microsoft thing of introducing 'special' features into their client bases current software installs which will 'persuade' them to upgrade to more current/different software offerings.
