Just extract the carts from the BSA then load them into nifskope right click the carts go to transform - scale vertice and change the 1 in the X and Y to a different number that'll blow that shit up really big make sure to use save as to overwrite the nif.

Or just walk up to it, open the console, and then use the setscale command.
