Enemies dont attack

Enemies dont attack me. Animals are passing by, bandits/necromancers/vampires etc. dont attack instead they talk something about magic i carry or my behavior. It totally destroy gameplay, for example after i kill fake emperor i should be attacked by Maro soldiers after his speech but nothing like this happens. Even in burning sanctuary im not getting attacked. Can mods that i installed have anything to do with this?  That bug happened after i installed three mods at once but which one can be causing it? Thanks for any help !
