Stuttering Night Sky

I occasionally get this problem in my lengthy playthroughs, later in the game, the night sky movement become choppy, almost like a ticking clock and the twinkling of stars start to stutter similarly. I have always suspected that it is caused by timescale changing mods, such as Living Takes Time or Prison Overhaul, but never been able to confirm it. I've seen two posts on Nexus reporting the same thing but no clue of what's causing it, neither a solution for it. Has anyone else ever had this issue?
