Merging mods?

I recently installed two new mods that apparently conflict, although MO doesn't show any conflicts between the two:


Increased Bounty and Guild Rewards http://www.nexusmods.com/skyrim/mods/24758/?


Localised Thieves Guild Jobs http://www.nexusmods.com/skyrim/mods/14509/?


 


However, each one prevents the other from working. I have heard of merging mods in TESVEdit or similar​, but I've never actually done it before. Will merging them mean that they both work because the some stuff I've read says it will, others say it won't.
