Desire not increasing?

The only thing I changed in the settings is npcs have pref to certain things. Like gender, race, ect. For my character I have the exhibitionist option on. Also, never ran into any npc on npc action either.

the only time I ever saw npc on npc action from aroused framework is when the NPCs go to bed and have sufficiently high arousal. Lover's comfort will trigger a sex scene, or cause masturbation if they do not find a partner. 

 

Try sneaking into NPC's houses at night, when they go to sleep. You can find a good amount of them having sex or masturbating if their arousal level is high enough. Whiterun blacksmith's house is a good place to check since there are 2 NPCs sleeping in the bed

I think I found out why it wasn't increasing in whiterun. I'm playing as an imperial and when I got to solitude the value started increasing like it normally would.
