Skyrim Issue with Shadow Degradation and Weirdness.

So ever since I updated to Windows 10, I've had this annoying issue with Shadows in Skyrim. After playing for a bit NPC's and sometimes my own character will get this horrid shadow effect on their faces. The thing is it's totally random and doesn't effect everyone. Also shadows on the ground eventually turn solid black and blocky.

Here are some screenshots to show what I'm talking about, they are from New Vegas but it's the exact same thing I'm seeing in Skyrim. It is only these two games that have this problem:

As you can see the further away I get the worse it looks, close up it's almost gone but you can still see a hint of it. I use an AMD Card, could it be an issue with the Windows 10 drivers? This never happened before the update. >.> I'm at a loss as to the cause.

I managed to get a good example in Skyrim of the issue, bumping one last time with these:

Again, it is totally random, does not effect every NPC and has no rhyme or reason for happening. It tends to recede the closer I get to the person as you can see from the second image.

Okay, do you use any ENB's for Skyrim or anything like texture replacers? Also does this issue happen when the npc is at the edge of your draw distance?

Edit: Did you check your video card driver to make sure they don't have a compatible windows 10 driver?

I don't use ENB, I do use some texture replacers, not many. I don't suspect it's a mod issue as you can see it happens in New Vegas as well... I just played Borderlands 2 for like 2 hours and had no weirness so it must be an issue with Bethesda games in general and Windows 10.

I have updated to the latest AMD Catalyst Driver for Windows 10 but it persists. This never happened to me when I had Windows 8.1 and my mod setup did not change between updating.

Should I just wait it out and hope a future driver fixes this? I'm suspecting a driver issue.

What is so strange about this error is that it doesn't effect every NPC, like most are normal but a few get that shadow strangeness. It's also followed by some shadows on the ground losing their detail and becoming blocky and/or pure black.

Got a few new screenshots that show the issue on the environment: http://imgur.com/a/FBgv0

This is driving me insane.

I'm going to bump this one final time with a question. I have 4GB of RAM, could this be a RAM issue and W10 where more might fix it? I ask because these anomalies don't happen instantly, they happen after I play for a short time.
