[solved]A little question about a part of a Blender tutorial video...

Recently I am learning some "Decal" technique of Blender, trying to make my own tattoo.

However some of the tutorial video is for 2.5 edition, like this one...

In this video at 6:30, this teacher mentioned the "Material tab" and added a new "stuff",

but I couldn't find the corresponding tab in 2.49 beta edition.

Could anyone tell me where I can find it in Blender 2.49 beta please?
