Sprinting Speed same as Running Speed

So this is a new problem that I have and I have no idea how it was caused. Originally I thought it was due to my "Skyrim speeds" mod not being properly moved over from the mod manager update however after repeatedly uninstalling and reinstalling, my sprinting speed is still glitched. The stamina gets expended however I just use the sprint animation and go no faster than running regularly. The speeds mod doesn't work no matter how much I create a speed esp using its esp creator.  I also tested Werewolf Sprinting, and its sprinting speed is also the same as its running speed. I'd really like to get this fixed fast if possible. Thanks.

Sure, just how do I do so? I've never had to provide either before since I could usually fix most bugs in my game by simple uninstall-reinstallations. Doesn't seem to be the case here. And yes, I have tried new games, multiple times with both genders. Vampire lord sprinting is also affected. Not sure about horses but I would guess they are also as well.

 

Do note, my game is heavily modded. I generally don't have much problems even with my excessive mod count, I only get an occasional crash or freeze usually caused by a mod conflict or whatever.

The papyrus log not sure. I never had to do that. The load order may depend on the mod manager you use. If it's NMM, I'm not sure. Just copy it from the text file where ever it's at and paste it in the comments, but to simplify things, use spoiler [ spoiler ] load order here [ /spoiler ] just don't use any spaces within the spoiler brackets.

The in-game PC/NPC sprinting speed is also controlled by a "Movement Type" setting/record with form ID 00034D9C (NPC_Sprinting_MT). In order to find out if you have a mod that changes the values in this, you'll have to load your entire load order (ESPs & ESMs) into TES5Edit, then go to 00034D9C and see if there's any plugin that overwrites it.

 

PS. NPC_Default_MT (0003580D) governs the PC/NPC walking speed.

The dispel and reset commands did nothing to my Sprint speed.

After typing getavinfo I get: Current Value: 100.00 Computed Base: 100.00

Base Value Components:

Reference Base Value: 100.00 (auto calculated)

Modifiers: temp 0.00 Perm: 0.00 Damage: 0.00

Level-Up Value: 100.00

Ah sorry for wasting your time guys. It turns out, the problem was in fact with the speed app but it wasnt bugged at all. I think the transition of the new mod manager reset its numbers so that the units of speed that it was set to weren't high enough, thus it made it seem like i was going no faster than running. All i had to do was increase the speed tenfold and it worked again.
