Washed out graphics

I don't know if this has something to do with my ENB but I'll ask anyways because I'm tired of trying to figure this out on my own. Hopefully someone more educated will find out what the problem is. This is what my skyrim used to look like:

Now it looks washed out like this:

-I use mod organizer, recently updated to skse 1.7.3 when I added some animation mods and this started happening
-followed the video instructions using ENB with mod organizer
-updated all my files ENB RLO COT and tried it with a clean save, same problem
-all my profiles have the same problem which makes me think it has something to do with files not in my mod folder but I can't figure it out. 
-followed the instructions for 3d settings, skyrimpref settings in profile and game default location.

Any help is appreciated, thanks.

This sentence, seems to me, the reason. As far as my experience goes, enbs are installed manually because you copy the files into your skyrim folder and not data folder (Which what the mod managers do).
