Weird Fish eye effect

 AS the title says i'm having this strange " Fish Eye" view of Skyrim whether in first person or 3rd person. I'll post some pix, yes that Neloth in second Pix outside Brittleshin Pass in Skyrim.. I do not know why, also showing this effect that i'm all of a sudden having. I have tried console Dispelallspells, as well as the UKSP remove spell effects at the Temple in White run. I haven't changed the Fov either.

 

Anyone with any ideas?.

Doubt its this, but u never know:

-try shift+f12 in-game or whatever the buttons was, to turn off ENB and see if its still there?

 Yes i tried to Disable the ENB but no luck, in my spell section there's no mention of spell causing it, script cleaner doesn't show anything. I had to load a save from way back to save the game. I haven't loaded any new mods in awhile so don't know the cause. Maybe hard to tell, but the "clear" part is in the shape of an eye, don't know if that means anything.

Do you have realistic needs and diseases ? 

Because it does that when your char is hungry.

No i don't have that Mod. It started when i was doing one of the Helgen Reborn radiant quest. Never seen a Skyrim effect like that though, Here's couple more shoots, as you see the clear part of the effect is shaped like an eye.
