loose files issue

hello! i played oblivion may years ago, and have recently decided to get back into it. however i have run into a slight snag in regards to using mods, it seems that oblivion will not recognize 'loose' files that are not directly associated with a esp, due to this i cannot install the compatibility skeleton (game uses the default, as far as i can tell), and while HGEC works, attempting to replace the HGEC files with the HGEC-BBB files breaks the body back to the ugly default one.

i use BOSS and the OMM, and the steam GOTY edition of Oblivion
