Do you have FO3 v 1.7 and FONV v 1.4? Those are the requirements. If you don't have those versions, update via Steam, and then turn off the Steam updates (because Steam updates will wreck your installation once you combine the games).

The patches worked fine for me. This is a great mod.

Also note that this works for the English versions of the games only, at this point.
