Give OnDeath effect to every npc in the game?

Tried using the OnDeath event handler in a spell and it seems it isn't allowed, is there anyway to just flat out give this effect to every NPC -including player- in the game?

edit: I guess the real question here is, do I really have to put a script on every NPC? Is there a way to just put a script on it based on race?
