Creepy texture bug in Oblivion

I'm a having a problem with textures going black and I have only seen it in some interiors in the waterfront so far but it's always the same interiors, Chapel of Kynareth(Better Cities), Black Rook Tavern(Better Cities) and the bottom level of The Bloated Float where the screenshot below was taken. I didn't have this problem in earlier games and I have tried everything I can think about, from experimenting with graphic settings and disabling mods, but I have no idea what's causing it. I'm also getting a lot of CTDs when I fast travel. Any help would be appreciated.

I have marked the bugged areas with arrows. Even the player's shadow looks weird.
